Per figures provided by Israel, no fewer than 98 Palestinian individuals have lost their lives during detention starting from October 2023. A rights monitoring body based in Israel has indicated that the actual figure is likely substantially larger, due to many of unaccounted for detainees originating in Gaza.

Study Results

Updated Statistics

Israeli defense forces last updated records on custodial deaths for May 2024, and correctional authorities by September 2024. Researchers identified another 35 casualties in detention after these dates and confirmed them with government bodies.

Despite the aggregate figure of deaths recorded being much greater than other recent estimates, it likely fails to capture the full scale of Palestinian loss, according to the leader of the detainee affairs unit.

“While we are offering documentation for a higher number of casualties than previously reported, this is not a full picture,” he stated. “We are confident that there are yet people who died in confinement that we don’t know about.”

Non-Combatant Fatalities

Classified official information suggests that the majority of incarcerated Palestinians from Gaza who perished in detention were ordinary citizens, according to a simultaneous inquiry.

By May of 2024, a military intelligence database following all combatants in Gaza, a registry of over 47,000 named individuals, documented only 21 fatalities in detention. By that point, 65 individuals from Palestine from Gaza had died in jail.

Prison Situation

Notable Incidents

Certain fatalities in confinement have been publicly known, for instance a middle-aged medical chief who died in detention after a third of a year in custody.

A detainee incarcerated with the individual testified that he was taken to the exercise area by correctional officers immediately preceding his demise, visibly injured and naked from the lower body. His remains remains unreleased to Gaza.

Other prisoners who died in confinement by Israeli authorities stay unnamed. Correctional authorities and armed services provided researchers with the total of casualties in custody, and basic further data including the site where they perished, but without the prisoners’ names.

Documentation Problems

For 21 instances, mostly people from Gaza, researchers were not able to match the minimal data given by officials to a fatality recorded by advocacy bodies, via testimony from released detainees or accounts in the media.
